The judges are protected by the LAS, included within law concerning collective agreement and can not be fired until retirement age. The number of 83 commissioners are installed by the government on 3 year terms. Another speciality concerning the special court for labour cases is that the sentence shall not be motivated!!!

The evaluation is done by an authorized person within the union for electrician labour with other words the social democratic party.

There are no requirements for the practical work specified anywhere, no possibilities to test any skills but an arbitrary evaluation by a person with strong connection to the social democratic party.

All other electrical installers, (could be thousands) do not need any education, or experience at all. There are no legal requirements for a person installing and power up high voltage equipment, as long as one person in the company have the authorization.

The mission for the authorized person is to make sure the company has a collective agreement. This is vulnerable for The Swedish Modell. If a company on a construction site do not have any collective agreement, or a company takes in labour from another European country, the authorized electrician shall make sure electrical company lockout the entire site until the collective agreement is in place.

This is the crux within the non-compulsory collective agreement.

This concerns from the social democratic party regarding electrical safety gives some other consequences in addition.

The thing is that a collective agreement for example engineers, the salary is decided by the government, and are kept extremely low compared with the rest of the world.

In most companies, all municipalities, authorities and public entities all decisions regarding electricity are taken by people with a 2 year vocational education and close connection to the union. Some engineers and postgraduate with decades of experience rise concerns that the national grid is weak, and that the power production capacity needs upgrade. The facilities that brought the prosperity for Sweden as a nation was built some 60 years ago.

Collective agreements are not only valid for labour workers. All academic disciplines need collective agreements as well with their unions. But with the academic collective, the employer is eager to form this kind of agreements.

The lawmakers have introduced another similar arrangement for quality control of building construction sites. The only requirement needed to be authorized is to have been employed by a municipality for 3 years, handling building permissions. The required education or skills for handling building permissions for a municipality is none.

You can off course try to get the authorization to ensure the quality at construction sites if you are postgraduate in civil engineering and have some 20 years of experience. But someone shall verify your experience and guess who?

This is how the not mandatory collective agreements are supposed to work in the morale superpower of Sweden.

Be aware that the employees don’t want this collective agreement. The collective agreement stipulates that the employee shall pay 2 % of his salary to the social democratic party, what they call measuring fee. When this conflict is presented by the Swedish media and the union the story is strongly corrupt.
